For this reason, China and Japan have carried out arduous negotiations and established a white list management system under the premise of increasing the cost of enterprises less.

It is understood that if China's textile exporting enterprises have passed the OTEX100/1000 certification, the Japanese products can be exempt from inspection, while those without certification will need to make spot checks.

The sampling method uses the internationally common method to ensure the reliability of the sampling results, and do not need to batch test the products, so as not to increase the cost of the enterprises too much.

At present, a number of Japanese Importers and retailers including Ito, Yang Hua Tang, Itou Tada, di Ren, Dong Yang textile, Sumitomo and Mitsui products have opened a number of briefing sessions to promote the application of the white list management system.

Japan's Ministry of health and labour is promoting the process of legalization of the self-discipline standard, and since April next year, Japan's industry self-discipline standards will rise to law enforcement. At this time, all enterprises and products must meet the requirements of industry self-discipline standards.

Therefore, enterprises need to accelerate the application of whitelist management system.

Referring to the work of the China Federation of textile industry to promote the white list management system, Xia has four hopes: "I hope to safeguard the smooth flow of textile trade between China and Japan, and hope to promote the quality management level of our textile enterprises in the process of promoting the system, hoping that the European and American markets can also be applied after the operation of the system is mature, and it is hoped that the system can play a role in the domestic market."

How to play a role in the domestic market, Zhang Xicheng, the main person in charge of the white list, said: "GB18401 is very strict with textiles in China. If we execute it every time, we will increase the cost of the enterprise. The China Textile Federation hopes that the implementation of the whitelist management system can protect the safety of the products in the domestic market and make the domestic textile safety no problem."

Shandong's "Sino Japanese complex"

Shandong has always been a major exporter of textiles to Japan, and Japan ranks first in Shandong's textile export country rankings.

As the head of Shandong textile industry, Xia Zhilin, President of Shandong Textile Industry Association, attaches great importance to the white list management system. "Because of the closer geographical distance, Japan has always been the most important export market in Shandong.

So the white list management system is very obvious for Shandong enterprises, and Shandong enterprises are also trying to join the white list system.

In order to enable Shandong enterprises to have a deeper understanding of the content of Japanese industry self-discipline standards and the impact on Chinese enterprises after implementation, to understand the role of the white list management system and to join the procedures, and to help enterprises respond positively, in July 3rd, China Textile Federation and Shandong Textile Industry Association jointly organized the seminar on "Japanese industry self-discipline standard and whitelist management system" in Ji'nan, Shandong.

Shandong enterprises also responded positively in this regard. In the first batch of white list qualification enterprises announced in early March this year, Shandong has 8 shortlisted companies, and in the second batch of white list qualification enterprises, Shandong has another 4 finalists.

In the past two years, China's textile and clothing exports are not ideal. Under severe circumstances, some enterprises in Shandong are also facing various crises.

For a large number of textile and garment enterprises that export to Japan, so many products will be tested by azo dye by batch. It is bound to increase tens of thousands of yuan, hundreds of thousands of yuan or even more cost, which will cause greater pressure for enterprises.

Under such circumstances, Xia Zhilin hopes that enterprises can make good use of the white list management system.

"We hope that the vast number of enterprises in Shandong will seize this opportunity to make good use of the strong support provided by China Textile union to Shandong. In order to protect the health of consumers and keep the textile safety standards in line with international standards, the Japanese Fiber Industry Federation has formulated the independent standard of textiles without the use of azo dyes. It is required that the content of 22 kinds of aromatic aromatic amines in all Japanese textiles after the decomposition of azo based on the prescribed test methods is not more than 30mg/kg, and the dyeing enterprise information is provided.

The white list management system is divided into two parts: whitelist qualification and whitelist registration system.

The white list qualification is mainly for dyeing enterprises. If the enterprise obtains the "white list qualification" or the product is produced and processed in the "white list qualification" enterprise, it can be admitted by the Japanese importer who enters the system. When its products are exported to Japan, there is no need to detect specific azo dyes.
